Role and position of social housing

Housing associations have to report to the Minister of Housing, Spatial Planning and the Environment annually on six aspects of their activities:

  • Providing housing for their primary market
    Housing associations have to give priority to providing accommodation for people who cannot or at least cannot easily find suitable housing on their own. These are people with low or middle incomes and also special groups such as older people, people who need care, young adults and students.
  • Residential quality
    Housing associations are responsible for providing good-quality residential properties. This means maintaining and improving properties and, on a larger scale, regenerating whole areas. Properties may also need to be specially adapted for people with a disability.
  • Involving tenants in policy and management
  • Financial policy
    Resources not needed by a housing association to ensure its financial continuity are to be used for social housing purposes.
  • Quality of life
    Housing associations contribute to the quality of life in the neighborhoods and areas in which their properties are located.
  • Housing and care
    Housing associations are actively involved in building and operating residential care complexes, providing combinations of residential and care facilities and so on. These activities are specifically designed for people needing care.
